Why the hell won't the SEC reinstate the uptick rule instead of all the other BS they are spewing around naked shorting?

this is my short version....
big wall street prime brokerage boss tells local congressional member that to generate more revenue, uptick rules and stock locates are counter-productive, so can they be eliminated.
congress person thinking the next election is near, tell special interest group chair that these rules are barriers to bigger contributions that will be coming their way.
well, everyone does a great job and somehow manages to get the likes of chuck rangel to connect with his close friend at the s.e.c. chris cox. incredibly, neither finance chair barney frank or the ever out spoken ron paul in the same committee stopped this from going forwards. perhaps frank and paul were too busy dining with ex fannie head franklin raines. heck, with the early exit and the 95 million he still has from fannie, that's many great dinners with barney frank and ron paul
now, who will reverse these rules and how?
a couple more thousand points on the downside will accelerate that process.
