how sequential counts work in LIVE trading

here is a 3 minutes sequential count 2 minutes ago for goog
see how prices start to reverse in anticipation of a completed 9-0 buy count.
in most cases, a 1-0 sell will take place, recycling the 8-0 buy.
therefore, looking at historical charts, it maybe important to identify incomplete 9-0 counts.
